Description

This framework agreement offers executive-level recruitment services. It helps all public sector organisations fill roles from Grade 6 to SCS4 (or equivalents). It can also be used to recruit for non-executive roles and public appointments. 

RM6394 is a closed framework let under the Procurement Act 2023. It covers recruitment services for the UK. This includes England, Scotland, Wales and Northern Ireland. This agreement replaces RM6290 Executive & Non-Executive Recruitment Services.

We have defined the available recruitment services available under this agreement as core or non-core.

You can access both core and non-core services on a modular basis. This means you buy only the services you need, when you need them. The supplier capability matrix outlines suppliers that are able to provide services on a modular basis.

Core services

You have the option to access all core services from suppliers as part of the end-to-end recruitment service. All suppliers will be able to provide this service.

Core modular services include:

  • identifying and attracting potential applicants to apply for positions
  • assessing and evaluating applicants
  • making offers to and appointing successful candidates 

All core services include customer planning.

Non-core services

Non-core modular services are not included as part of the end-to-end recruitment service but are available if needed and must be use. If you wish to use any of these services, these would need to be discussed with suppliers. These services include:

  • strategy and planning: designing a long-term, approach to securing the right talent for the organisation
  •  talent development services: upskilling existing employees or high-potential candidates to step into roles
  • talent mapping: building a pipeline of top candidates for future hiring needs
  • reserve lists and talent pools: maintaining a database of candidates who can be rapidly hired when neededexecutive development: mentoring and training for senior leaders or newly hired executives
  • technology services: implementing digital tools to streamline the hiring workflow
  • international recruitment: sourcing, assessing, and onboarding candidates from abroad
  • psychometric analysis: assessments to measure a candidate’s cognitive abilities and personality traits
  • market mapping: analysing competitors and talent availability to inform a company’s hiring strategy

Agreement length

The framework agreement will run for a minimum term of 3 years, with the option to extend for another 1 year if needed.

  • Award without competition (AWOC)
  • Award with competition

You can use the Capability Matrix, AWOC Support Tool and rate card to support both AWOC and Award with Competition. There is both a call-off order form and short order form available. For further details, please refer to framework schedule 7: call-off procedure and the buyer guide found in the document section on this page. 

The AWOC Support Tool enables you to list your requirements from a set of drop down options. It then provides you with a list of capable suppliers in ranked order. 

The rate card highlights each supplier’s rates against each grade.

1. Award without competition (AWOC)

After choosing a supplier, get approval for an award without competition according to your organisation’s governance process. Prepare a brief business case outlining the reasons for the award without competition. Once approved, share your requirements with the chosen supplier. If they can meet these requirements, award the contract and communicate the decision.

2. Award with competition

To run a competition, you need to:

  • shortlist suppliers 
  • design your competition
  • invite suppliers to bid 
  • evaluate suppliers
