This is a closed framework. It provides access to advisory services in support of building and civil engineering projects of all scales and sizes, such as:

Agreement length 

This agreement will run for 4 years. There is no option to extend.

How to buy

This process is for lots 5 and 7 only. For lots 9a, 9b & 9c, contact FRAM@environment-agency.gov.uk.

Before you use this agreement, read the ‘buyer guide’ in the documents section. We recommend completing pre-market engagement to help define your needs and choose the right lot. 

Step 1: Register 

To use the agreement, you must register as a framework alliance member. Complete the RM6356 registration document

There is: 

  • no joining fee 
  • no commitment to buy 
  • no obligation to use the agreement 

If you need more guidance contact the GCA CPS2 category team. Once registered  you will receive additional client notice confirming your appointment as a framework alliance member.

Step 2: complete additional client user agreement form (ACUA)

Before running a call off procurement complete an additional client user agreement form (ACUA).

You must do this before:

  • market engagement 
  • issuing a tender
  • placing orders 

Once this form has been processed by us, you will receive a unique reference number for each individual procurement project. This procurement number should be used in all the documentation. Once this has been completed you can then access supplier alliance member rates.

Step 3: meet legal requirements 

To comply with the requirements of the Procurement Act 2023 (PA23), buyers must register on the Central Digital Platform. For more information visit Guidance: Central Digital Platform.

Step 4: choose a sourcing method

To communicate with suppliers and run the buying process use email or a sourcing tool. This can be done with your organisation’s sourcing tool, or our eSourcing tool. To use this tool, complete the eSourcing registration form. Read the eSourcing buyer guide for more information. 

You can buy from this framework in 2 ways:

  • award with competition
  • award without competition (AWOC)

Award with competition

Use this when:

  • your requirement is complex or high value 
  • you need a tailored solution
  • you want suppliers to bid competitively for best value

Steps:

  1. Prepare a detailed specification (statement of requirements), including the services required and timescales.
  2. Finalise your specification. Make sure your exact needs are clearly described so suppliers can accurately bid.
  3. Complete competition documents, including the invitation to tender (ITT), assessment criteria, and draft order form.
  4. Issue the tender and invite all suppliers on the relevant lot to bid.
  5. Assess all suppliers equally and fairly against your stated criteria.
  6. Award the contract and notify suppliers.
  7. Complete your call-off contract.

Award without competition lots 5 and 7 only (lots 9a, 9b & 9c use taxi rank mechanism) 

Use this when:

  • your need is urgent, simple and low value 
  • no additional benefit would be gained from running a competitive process

Sections 45(3) and (4) of PA23 permit award without competition only where:

  • the framework sets out an objective mechanism for supplier alliance member selection
  • the core terms of the call-off contract are already established in the framework

The CPS2 objective mechanism for lots 5 and 7 is based on framework evaluation results and rate cards. It enables additional clients to select supplier alliance members objectively at call-off.

Choosing your contract

This agreement uses the FAC-1 standard form of Framework Alliance Contract, published by the NEC. The NEC is a division of Thomas Telford Ltd, the commercial arm of the Institution of Civil Engineers. The FAC-1 CPS2 framework alliance contract is an innovative approach that combines the scope of a framework with the collaborative relationships of an alliance to create new systems for achieving greater value.

For the purposes of the CPS2 framework, we have aligned with the Construction Playbook to offer a range of industry standard model form call-off contracts. 

The call-off contracts available under this framework are: 

  • NEC provides contracts that empower users to complete projects on time, on budget and to the required standards
  • JCT provides contracts that set out the responsibilities of all parties in the construction process and their obligations
  • PPC2000 offers a single contractual hub, allowing all team members to ‘contract as a team’ on the same terms. 
  • TAC-1 supports and integrates the provision of any type or scale of:works,services or supplies
  • ACA focuses on providing flexible, collaborative forms of contract that are often seen as alternatives to more rigid JCT suites
  • RIBA provides the industry standard for professional appointments, focusing on the relationship between the client and the architect or consultant

Once you have successfully awarded to a supplier through the framework, you must complete an award notification form to notify us of the outcome.

Products and suppliers

Lot 5 Defence
Provides construction professional services for defence related projects across all stages of the project lifecycle. Services are carried out at establishments that have strict security regulations regarding site access, data and materials. Under this lot, the Supplier Alliance Member must provide suitably security-cleared staff and have policies, protocols and procedures in place to satisfy additional clients security requirements.

Lot 7 International
Provides access to construction professional services to support projects through all stages of the project lifecycle world-wide. Clients include, but are not limited to:
  • the Ministry of Defence (MOD) 
  • Foreign, Commonwealth and Development Office (FCDO) 
In addition to supporting overseas projects and programmes the Supplier Alliance Member must be able to support both overseas and UK-based work.
